Impacto de los proyectos de banda ancha en el crecimiento de la infraestructura y del acceso a las telecomunicaciones en las regiones de Apurímac, Ayacucho y Huancavelica

Abstract

Faced with the problems of low internet access and concentrated infrastructure on the coast of Peru, the Ministry of Transport and Communications has developed investment projects for the implementation of telecommunications transport and access networks, such as the regional broadband projects in Apurimac, Ayacucho and Huancavelica. Through the use of the impact assessment methodology “Propensity Score Matching and Differences in Differences”, this thesis has shown that in the aforementioned regions mobile infrastructure has increased, showing a significant impact of 5.6% and 1 point in the increase on the number of base stations with at least 4G technology and base stations with at least 4G per 10,000 inhabitants, between 2017 and 2020, respectively. On the other hand, no synergies have been identified in the increase on fiber optic nodes, microwave link nodes and fixed internet subscribers, in addition to what is directly generated by the projects; due to the limited supply of carrier services, high rates for telecommunications transport and access to fixed Internet service, as well as limited knowledge of the benefits of this service.
