The author of this research has believed it convenient to evaluate the effectiveness in the allocation of economic resources of the State through a public intervention; This intervention is the Compensation Program for Competitiveness (PCC- AGROIDEAS), for the period 2011 - 2016. The interest in this topic is based on the fact that the author has worked in public institutions and private companies related to the agricultural sector, both in the commercial promotion as well as in the productive stage, for which the author considers having sufficient fundamentals, as well as key information, to carry out this research and propose improvements. On the subject of research, the author made a thorough evaluation of the financial resources provided by AGROIDEAS, through business plans for the adoption of technology (PNT), and the investment made by the beneficiaries, as well as the impact of the sales generated by said plans. The author considered that, using these variables, as well as information on the destination market, the type of product, the average investment per beneficiary and the calculation of financial indicators such as the Internal Rate of Return, Cost / Benefit ratio and Net Present Value, it can be determined if this program was effective. Regarding the results of the research, it was found that, in general terms, a large part of the NTPs have generated high levels of profitability, well above the Annual Effective Rate (TEA) of AGROBANCO for financing agricultural projects. However, a great concentration was observed in few products, being those that are exported the most profitable ones. At this point, it is necessary to ask whether the export-oriented projects could have obtained resources in the financial system without problems, given that there is market information on their performance in recent years, as well as market trends. In addition, it is worth remembering that the objective with which the AGROIDEAS program was conceived was to support products that would be exposed to greater competition with products brought from abroad within the framework of the signing of the Trade Agreement with the United States of America.en
