Abstract

The present Professional Proficiency Report to qualify for the title of Economic Engineer from the Faculty of Economic Engineering and Social Sciences of the National University of Engineering, aims to demonstrate my work experience, acquired in more than 15 years of professional practice, as a specialist in Public Investment in National, Regional and Local Government entities. “Chapter I: Professional Experience” of the aforementioned Report details, from March 2014 to the present, my professional performance as a specialist in Public Investment, being designated as Head of the Formulation Unit in the Planning and Budget Office of the National Institute of Radio and Television of Peru - IRTP, in charge of the preparation of the Multiannual Investment Programming, Formulation and Evaluation of Investments, Investment Management and Investment Monitoring, under the regulations of the National System of Multiannual Programming and Investment Management - Invierte.pe, aimed at closing infrastructure gaps and/or access to services that require greater intervention. The National Institute of Radio and Television of Peru – IRTP is a public executing agency attached to the Ministry of Culture by Supreme Decree N° 061-2016-PCM. It is also the entity that manages the broadcasting media in charge of the Peruvian State in charge of covering official activities and events, in addition to the statements of national interest issued by the different public entities belonging to the Executive and Legislative Branches; that is, it contributes to the State's communication strategy. It is made up of television media (TVPerú, TVPerú Noticias, TVPerú Internacional, Canal IPe) and radio (Radio Nacional). The IRTP aims to collaborate with the State Policy in education and in the moral and cultural formation of Peruvians, its objective is to reach the entire national population, through radio and television broadcasting media, with cultural, educational, informative and recreational programs. In “Chapter II: Projects in the Specialty”, I detail my participation in the Formulation and Evaluation Phase of three (03) Investments in the IRTP: Investment Project “Improvement and expansion of the Direct to Home satellite television broadcasting service of the IRTP, district of -all-, province of -all-, department of -mul. dep.” with CUI N° 2553659, Investment Project “Improvement and expansion of the IRTP ISDB-T digital terrestrial television system in territory I (Lima and Callao) in the Santa Beatriz Urbanization of the Lima district - province of Lima - department of Lima” with CUI N° 2451500, and Investment Project “Improvement and expansion of cultural dissemination services through radio and television broadcasting at the National Radio and Television Institute of Peru, Lima district, Lima province, department of Lima” with CUI N° 2667657. The three Investment Projects were declared viable, are aligned with closing gaps and prioritized in the multi-annual Investment Programming of the Culture Sector, since the IRTP is an executing agency of the Sector's Documentation. I was in charge of collecting primary information, complementing it with secondary information. The main technical and/or economic variables were analyzed with information at a conceptual level, complemented with primary information, in order to reduce or limit the number of solution alternatives, then the solution alternative was analyzed with a greater level of depth (with primary information, mostly). It should be noted that the preparation of each study was carried out by the undersigned as head of the IRTP Formulation Unit, with the support of a multidisciplinary team, who were in charge of the solution alternative for each investment project.
