Implementación, ejecución y evaluación del Programa de Vivienda Social Techo Propio en la modalidad construcción en sitio propio

Abstract

This Professional Sufficiency Work develops the Implementation, Execution and Evaluation of the Techo Propio Social Housing Program in the modality Construction on Own Site, in the period 2005 to 2011, nationwide. The implementation of the Program occurs within the framework of Law No. 27829 "Creation ofthe Housing Family Bonus", Supreme Decree 013-2007 and Ministerial Resolution 209-2012 Housing and its amendments, which are summarized in an Operating Regulation for the Program implemented. For the Evaluation ofthe Program, the Public Program Evaluation Model proposed by ECLAC was used, under the Evaluation by Results methodology, the administrator of the Program was Fondo Mivivienda S.A. Likewise, the objective of this work is to analyze the implementation and execution, as well as the evaluation of the Program in order to compare its results from the evaluation, and observe if the qualitative housing deficit in the country has been reduced, through the positive experiences in other countries in the implementation of Public Programs. Finally, recommendations are presented in the form of lessons leamed, which allow an adequate allocation of the Housing Family Bonus (Housing Subsidy) and an improvement in the Quality of Life of beneficiary families.
