Resumen

This research work is based on my professional career, during which time I have worked as a manager, coordinator and investment specialist for public and private sector entities, having developed projects for various sectors including health, education, construction, among others. Currently I am in charge of the UF for the Formulating Unit (UF) of the Regional Government Programme of Metropolitan Lima - PGRLM, where the initiative for an investment aimed at the acquisition of a medical oxygen generating plant at the headquarters of SISOL in the district of Villa Maria del Triunfo is given rise in order to assist people infected with COVID19 who find it difficult to access proper care and need oxygen for treatment in their respective homes. This investment will be made through the mechanism of the development of an IOARR type investment (Investment for Optimisation, Marginal Expansion, Rehabilitation and Replacement), which, like a Public Investment Project, seeks to specify the most profitable investment options from an economic and social point of view, in this sense, This report aims to demonstrate that through a public investment (IOARR), it seeks to show that the public expenditure involved in the proposed investment is profitable and, therefore, presents favourable conditions for obtaining greater productivity from public investment (Hernández, 2012), while at the same time it was possible to collaborate in the situation of the Sanitary Emergency due to Covid 19. Likewise, the initiative is possible thanks to the use of theoretical methodologies of the National System of Multiannual Programming and Investment Management; such as Format Nº 07-D (Registration of IOARR - State of National Emergency), the "Guidelines for the identification and registration of Optimisation, Marginal Expansion, Rehabilitation and Replacement Investments - IOARR", and the "Guidelines for investments in medicinal oxygen generating plants and complementary assets in charge of local governments" as well as management instruments in the framework of the sanitary emergency.
