Sistematización del registro y aprobación de inversiones IOAAR, de la tipología de infraestructura de riego, en el marco del Plan "Con Punche Perú", a cargo del Programa de Desarrollo Productivo Agrario rural del MIDAGRI

Abstract

The present Professional Proficiency Report systematizes the experience gained in the management of Optimization, Marginal Expansion, Replacement, and Rehabilitation Investments (IOARR) in irrigation infrastructure, carried out by the Rural Agrarian Productive Development Program (AGRO RURAL) of the Ministry of Agrarian Development and Irrigation (MIDAGRI) during 2023, within the framework of the economic reactivation plan “Con Punche Perú”. The main objective was to standardize the process of identifying, registering, and approving 495 IOARR, thereby optimizing management times, reducing observations, and improving the traceability of investments. The systematization allowed the consolidation of subprocesses such as the prioritization of strategic assets, registration in the National Investment Bank, budget management, and the inclusion of interventions in the 2023 Multiannual Investment Program (PMI), achieving significant progress in transparency and administrative efficiency. Additionally, two complementary professional applications were developed, focused on the monitoring and supervision of technical files for prison infrastructure: (i) the project Improvement and Expansion of the Social Rehabilitation Service of the Abancay Penitentiary Establishment, and (ii) the project Expansion of Accommodation Capacity and Construction of Complementary Areas in the Arequipa Penitentiary Complex. In both cases, positive results were achieved, such as the timely approval of technical files, 100% budget execution, and the strengthening of interdepartmental coordination.
