Resumen

Natural disasters, and others caused by man, have caused material damage and loss of human lives, worldwide. This situation became the subject of a public agenda in different countries, including Peru. Our country has shown concern to implement mechanisms to prevent and reduce disaster risks, or respond to the occurrence of the event, as well as seek rehabilitation of the affected locality. This concern was evidenced in the National Agreement, in its policy No. 32, Disaster Risk Management. In addition, Congress issued the Law that creates the National Disaster Risk Management System; and consequently, the National Disaster Risk Management Policy was approved. In 2014, the National Disaster Risk Management Plan 2014 - 2021 was approved, which, among its specific objectives and strategic actions, stipulated that public administration entities should implement a contingency management system and the plan for operational continuity. For this purpose, in 2015, the guidelines for the implementation of an operational continuity management system were approved, in the 3 levels of government. Today, only 30% of ministries have drawn up their continuity plans. This study exposes the challenges faced by public administration entities, in specific ministries, to implement operational continuity management systems; likewise, improvement proposals are made to be incorporated by the governing body, technical bodies and public entities.
